and thank the san francisco police department for your input. if we pass legislation to require additional security requirements and plans. we pass legislation to give the entertainment commission more tools to shut down those handful of clubs that have often given a bad name to the rest of the industry. we passed legislation to pass for the first time a party registry. and we pass legislation to ensure a minimum level of security. all of that being said, the great news is today for that for whatever reason, in part because of good legislation and part because of good law enforcement and in part because of the good work that you all are doing, it is much improved. i know lager get woken up on sunday mornings by tv reporters asking me to comment on the latest shooting. we have an opportunity to ensure that san francisco has the greatest and most vibrant nightlife of any major city in the country. i want to thank my colleague scott wiener for helping to showcase the importance of the other nine to five economy. the impact of all that you do has an impact on our job situation and local econom

of san francisco. id like to talk about the -- of protections that tenants have in the law right now. the reality is there are no real protections for tenants right now in the law that will stop a tenant from being evicted for a t.i.c. there is no real protection. let's talk about the peskin legislation which i helped pass in 2005. right after that passed speculators and investors began to do buyouts. we saw them in my office, tons of buyout letters. they started to do threats, among spanish speakers they were telling them we're going to report you because we know you're undocumented if you don't leave. the reality they shifted from using ellis to using threats and buyouts. we don't know how many buildings are in the lottery right now where that happened, where someone was bought out or threatened. how can we talk about clean buildings unless we do some kind of investigation. the protection in wiener and farrell's legislation for someone living in a t.i.c., we all know the lifetime leases are problematic under costa hawkins, but the other thing is it's very simple for a landlord of a

ashamed of san francisco, and the politics. thank you. >> chair wiener: thank you. next speaker please. >> thank you. i'm max -- and i've lived in san francisco for 24 years, lived in district 9 for 21, in the same rent controlled apartment, and this legislation, if it passes, could displace me. i have not been told about the long-term leases by the prospective owners. i learned about that through the tenants union. if all property owners and the speculators who are sort of drawn in by this situation were honest and forthcoming, i think we would have a lot fewer problems but as the case is, we don't. we have to get information through whatever source it's available from. and that can create some misinformation at times, but i just see a lot of people coming into the city, from other places, and really trying to push out long-term tenants like me. and it would certainly disrupt my life to have that happen. i would have to move out of state. i've had the the same job for 15 years and probably would have to quit it and move on to something else if i were displaced. so it would be nice to

in the city and very involved in san francisco politics and his father was many year ago, very involved in the business community as well having served as the first african american heading the bankers association johnathan used to talk about how supervisor prance swow and doctor got let was a good pretend friend of family [spelling?] he was a football star of sacred heart hike. i didn't know he did that but he went onto college where he earned a degree in english literature and he was a play write, musician and inspired by the he revolution of 1960's and he became very involved in the civil rights activism and supporting different classes here in san francisco. he loved and grew medical cannabis and was a founding father of the patient movement and believing that everyone was-available to the medical cannabis regardless of ability to pay and he was. we are sorry about his passing, but are gravel that we got a chance to know johnathan and we will always remember him. the second item, is a resolution that i'm intrusioning declaring february fourth 2013-february 10th 2013, financial aid

, the founder of healing for our families and our nation, working hard in san francisco over the last 16 years to stop senseless violence. i lost my youngest son to gun violence in 1996, july 17th. we have been ever since trying to educate the leaders, our children, law enforcement, the board of supervisors and everyone present so that we do have one of the situation. i am happy that my district supervisor, london breed, who grew up where my son was killed 16 years ago, is my supervisor for district 5. welcome london. i appreciate the work that you have done supervisor cohen -- and all the work that we have done. you're both qualified to be the president of the board of supervisors. it would be wonderful to have a female to represent the position. not being biased of the others, because i love you all. but it would be wonderful to have a female in that position. thank you for line this opportunity i'm looking forward to a better year to reduce violence in our city. >> president: thank you. next speaker. >> good afternoon. i am virginia marshall. to president chiu, board of supervisors

in san francisco. we are a city of great wealth. we have because of a lot of different reasons we are fortunate enough that we have more resources in san francisco then many places throughout the state and throughout this country. but the reason why this vote is so important is that even though we as a board of supervisors do not have actual governance of the schools, what we have done in san francisco over the years because of the work of people like -- and gavin newsom and others is that we have recognize that where our state and federal government have fallen short in fulfilling their duties and obligations to properly funding public schools we a city government have stepped in and fill those gaps. the important point is not for us and giving the school district money that it is already entitled to. i'm glad that we will comply with what the law already requires in the intent of those measures were. the whole point of the supplemental is to recognize that we have a fundamental problem in our hands. business as usual is no longer acceptable. we have a city of great wealth; we

in san francisco. don't tolerate bullying, even in the city and county of san francisco, ie the mayor's office doing all the bullying. the kids will remember her, that's how she will go down in her crowning achievement in my humble opinion. ide like to make it a matter of record in my opinion this board of supervisors has neglected three obvious items i've mentioned in the past. we'll see what happens next year. number one, child pornography. number two, the sex slave trade passing through san francisco. and obviously, number three, my number one project, the controversial death of a dead gay man who used to work at san francisco general in 1999, and so far nobody, and i mean nobody, is willing to even discuss his death. i guess when you're gay and you have no voice, then you're expendable. it's kind of interesting that the city of san francisco has been bypassed by the state of washington in regards to gay and related activities. so maybe that's a sign to san francisco that maybe the curse of joe -- is beginning to take its toll. the last thing i would like to say is that there was a
